launcher

Our exact process was this:
1) Deleted the listed files from the World of Warcraft folder (World of Warcraft Launcher.exe, Updates folder, WoW.exe, WoW-64.exe, WoW.mfil, WoW.pfil, WoW.tfil).
2) Also deleted the Config.WTF file from the WTF folder in the World of Warcraft directory.
3) Turned off the option in the Battle.net launcher to launch on startup (Settings > General > App > (Untick) Launch Battle.net when you start your computer).
4) Deleted the Battle.net folder from C:\ProgramData (you may need to enable viewing hidden folders).
5) Rebooted.
6) Went to https://eu.battle.net/account/management/ and chose "Download Game Clients"
7) Ensured our chosen region was Europe/EU then downloaded.
Ran the installer, choosing to reinstall to the same directory as the current installation.
9) Waited about five minutes (there was no progress for most of the waiting) and eventually it finished.
10) Played WoW!
I hope this helps others.
Edit: Didn't try without deleting config.wtf, so all graphics and sound settings are reset. Also had to reenable loading out of date addons.
